The 21st Century Community Learning Centers (21st CCLC) initiative is a key component of the No Child Left Behind Act. Authorized under Title IV, Part B, of the Elementary and Secondary Education Act (ESEA), as amended by the No Child Left Behind Act of 2001, the specific purposes of the federal law are to:

  • Provide opportunities for academic enrichment, including providing tutorial services to help students, particularly students who attend low-performing schools, to meet state and local student academic achievement standards in core academic subjects, such as reading and mathematics.
  • Offer students a broad array of additional services, programs, and activities, such as youth development activities, drug and violence prevention programs, counseling programs, art, music, and recreation programs, technology education programs and character education programs, that are designed to reinforce and complement the regular academic program of participating students.
  • Offer families of students served by community learning centers opportunities for literacy and related educational development.

These services are offered at no cost to the students and their families.

WINGS Afterschool Program operates Monday through Thursday from 2:30pm until 5:30pm during the Academic School Year at the following sites:

The W.I.N.G.S. Summer Program is held at the following school sites: Bethlehem, BK8, Ponce de Leon Elementary and Poplar Springs.

The summer program begins June 3rd and ends July 11th.  The program operates Monday-Thursday from 8:30am – 2:30pm. The week of July 4th, we will operate Monday-Wednesday and Friday in observance of Independence Day on Thursday. Each site offers a nutritious breakfast, lunch and snack daily in the school cafeteria.   This program is offered free of cost to Holmes County students.

The curriculum includes science, math, reading, physical education and enrichment activities.  Students currently in the WINGS program will be enrolled first and then enrollment will be open to any student. PSHS, PDLE and BHS will have 40 slots and BK8 will have 80. Attendance is very important during the summer program. Students will only be allowed to miss 4 days before they are dismissed and then a student from the waiting list will be enrolled.

Bus transportation may be available daily. Bus routes will be completed after all applicants have turned in their forms.

W.I.N.G.S. is a Florida Department of Education 21st CCLC after-school grant that is administered through the Holmes County School Board.
